The similarity between these two explanations is that both describe external potential as functional of density.
The difference is that the wiki describes “if two different electron systems with two distinct potentials have the same ground-state density and a necessarily a constant”. But in prof. Cottenier lecturer, for each ground density just only be specified with one electron system including potential.
