    Quantum Mechanics (QM):
    QM equations / constants are the more basic one, we cant further simplify them to model a observation of nature, like.. there are inherited constraints. e.g; the number , Planks constant determine the ultimate uncertainty or so.. So, they are Ab initio models to model the nature.

    Classical Mechanics (CM):
    About CM , I think, its mathematical models weather empirical or not, are basic in their application dimensions and they can’t be further simplified in that particular situation. So, CM laws can be treated as Ab Initio model in their realm.

    Classical Electromagnetism:
    Ammm…. I am not pretty sure about that. Like, If we look into Maxwell equations, which lay down the foundation, So may be these equations are the first principle(s) of electrodynamics.
